Hello! Can actual hours automatically update into pay hours?

Typically these values will match by default when setting the charged hours to the customer. With that said, those two values do not update each other (Actual and Pay) because to do so would defeat the purpose of efficiency tracking for most shops. They typically only vary when using the Timeclock functionality or being manually set.
Perhaps you can expand on what you're trying to accomplish? Sometimes there's another way to skin the same cat.
