2000 Ford F250 - Hard Start 0 Degrees F & Below

Hello Everyone,
I have a 2000 F250 5.4l with 48K showing. Customer complains "Doesn't want to start when it's zero out, cranks over ok but, stumbles when it catches till I give it some gas". No codes stored, although I'm getting p01000 Checks not complete. Fuel pressure is 36psi on key up, 32psi idling. ECT is right on the money according to my infared temp gun. My problem is it's 35 degrees today, so I cannot duplicate the conditions. I was hoping someone has run into this before. Can't find ant TSB's or symptom diagnostics on this particular problem.
